Program Overview

The Liberty Partnerships Program (LPP), created by the New York State Education Department in 1988, is focused on preventing dropouts and supporting student success through academic help, mentoring, and personal development. The program thrives thanks to partnerships with state education agencies, local schools, colleges, and community organizations.

At the heart of LPP is a personalized support model. Each student receives individual and group counseling, addressing academic challenges, personal growth, and emotional well-being. Licensed clinicians or multidisciplinary teams provide this guidance, ensuring students get the help they need.

Students also complete a Social-Emotional Assessment (SEA) to identify their strengths and goals. Using this, a Personalized Learning Plan (PLP) is developed, outlining tailored academic goals and support strategies. These plans are regularly updated to reflect each student’s progress and evolving needs, keeping them engaged and in control of their learning journey.

LPP staff are closely connected with the schools they serve, working alongside teachers, administrators, and parents to support students. This collaboration allows for quick interventions and continuous tracking of student progress, ensuring everyone is working together to help students succeed.

By offering comprehensive support, LPP not only improves academic achievement but also prepares students for life beyond the classroom. The program equips students with the skills they need for career readiness, personal growth, and making meaningful contributions to their communities.

Through our college and career readiness initiatives, hands-on leadership programs, and community partnerships, we are redefining what educational support looks like. Our initiatives are tailored to help students navigate today’s challenges, from the effects of the pandemic to the pressures of technology and social media, while keeping their eyes on future success.

With a 93% graduation rate, LPP at Binghamton University consistently outperforms the state average, proving that personalized support makes a difference. Our students are not only graduating but leaving our program equipped with the skills and confidence to pursue success in college, careers, and community leadership roles.

Each year, we serve over 475 students, providing them with the tools, resources, and encouragement to succeed—no matter their starting point. The Liberty Partnerships Program (LPP) at Binghamton University is a key resource for academic support and personal growth for students across multiple school districts. While the program’s goals are shaped by the New York State Education Department (NYSED), each LPP is customized to fit the unique needs and culture of the communities it serves.

The school districts within the Binghamton University LPP are: Binghamton City School District, Johnson City Central School District, Chenango Forks Central School District, and Susquehanna Valley School District.

Each district upholds the core values of LPP while creating specialized programs that reflect their students and community. This tailored approach highlights the diverse but unified impact of the Liberty Partnerships Program in fostering academic achievement, leadership, and community involvement.
