Annual Empire Promise Youth Summit
The Empire Promise Youth Summit is a 2-day event where students from grades 9–12 come together for an unforgettable experience! This dynamic statewide event connects young leaders with educators, community members, and industry professionals to explore exciting opportunities and tackle real-world challenges.
From hands-on activities and interactive workshops to team-building challenges and inspiring speakers, the summit is packed with ways to spark ideas and build skills for the future. Whether it’s preparing for college, discovering career pathways, or diving into New York’s in-demand industries, students leave empowered to take their next steps with confidence.
For two decades, the summit has been a launchpad for bold ideas and big dreams—linking the growth of New York State’s economy to the healthy development and success of its youth.

Liberty CITY (Community Improvement Through Youth) Project
One of BCSD's LPP flagship programs is the Liberty CITY (Community Improvement Through Youth) Project. This program empowers students to make a difference in their community by identifying local needs and creating plans to address them. Through workforce development funding, students are hired to carry out these projects during a five-week summer program.
Starting as early as 8th grade, participants can grow through leadership roles—from Teen Leaders to Teen Supervisors—and even return as alumni staff. Along the way, they gain valuable experience in civic engagement, leadership, and community responsibility.
Over the past five years, LPP students have dedicated countless hours to these projects, leaving a lasting impact on the community and showcasing the incredible potential of youth-led initiatives.
Summer Programs
The LPP Summer Programs provide students with opportunities to develop leadership, teamwork, and life skills while making a positive impact in their communities. Across multiple schools, students participate in hands-on projects, community service, and enrichment activities, culminating in an inspiring “End of Summer Expo” where they showcase their achievements to peers, school administrators, and special guests.
SV Summer Fun Day Camp
For four weeks every summer, students from kindergarten to fifth grade experience science, reading and art activities with LPP counselors. This program, coordinated with BOCES Summer Youth Employment Program, the Town of Conklin, Susquehanna Valley School District and the Summer Food Program, helps campers retain their enthusiasm for learning after the school year ends. It's not just the young students who benefit. The program helps build confidence in the Liberty Partnerships student counselors — giving them the confidence to head into the next school year with a strong sense of responsibility and teamwork.
Binghamton City School District LPP Transition Program
The Transition Program supports 8th-grade Liberty students as they move into high school at Binghamton and Johnson City High Schools. In this program, 9th and 12th-grade Liberty students serve as ambassadors, mentoring middle schoolers through the transition. Chosen for their leadership and communication skills, these ambassadors work with counselors to provide tours, introduce staff, and explain school supports, helping 8th graders feel confident and prepared for high school.
Originally created by Binghamton High School’s Liberty Program, this successful model has expanded to Johnson City High School, proving its value in fostering peer mentorship and smoother transitions for students.
Youth in Government Day
BCSD LPP students play a vital role in events like Youth in Government Day, where they share their experiences with members of their government in Albany, NY. Their voices are a powerful tool for advocating for their peers and community, showcasing the importance of supporting LPP initiatives.
Students selected for their leadership, academic achievements, and community involvement gain hands-on experience in the New York State legislative process. They meet with state Assembly and Senate representatives to discuss key issues, such as public education funding and equity, while touring the Capitol and stepping onto the Assembly floor.
The day also includes a visit to Albany Law School, where students connect with faculty, participate in mock classes, and explore potential legal careers. This immersive experience not only provides a deeper understanding of government and advocacy but also inspires students to become active voices for change in their communities.
